September 1, 2025

The Entrepreneurship Task Force within Work Package 6 (WP6) led to the creation of the NEOLAiA Entrepreneurship Charter. This document is a strategic framework aimed at promoting a transnational, inclusive, and innovation-oriented entrepreneurial ecosystem.

The Charter was developed through a meticulous co-creation process that involved all nine partner universities and various stakeholders. The process included:

  • Data Collection and Benchmarking: Analysis of best practices and entrepreneurship policies of each university.
  • Consultation: Organization of focus groups and interviews with students, faculty, and regional stakeholders to gather input and validate key themes.
  • Drafting and Revision: The drafting of initial drafts and iterative revisions during regular meetings.
  • Finalization: The final document underwent an internal quality check and peer review to ensure its consistency and compliance.

Vision and Objectives of the Charter

The NEOLAiA Entrepreneurship Charter has a clear vision: to create a dynamic and inclusive entrepreneurial ecosystem within universities and their regional communities, promoting innovation, research, and collaboration. Its mission is to create a supportive environment where entrepreneurship can thrive.

Among its main objectives, the Charter aims to:

  • Enhance the entrepreneurial skills of students, researchers, teachers, and entrepreneurs.
  • Bridge the gap between academia and business.
  • Promote diversity and inclusion in entrepreneurship.
  • Encourage digital transformation towards sustainable business practices.
  • Strengthen transnational collaboration.

The Charter defines how NEOLAiA universities intend to support students, researchers, and academic staff to engage in activities that address socio-economic and environmental challenges, in line with the United Nations Sustainable Development Goals (SDGs).

Ultimately, the NEOLAiA Entrepreneurship Charter is not just a document, but a concrete action plan that aims to position the alliance as a model for regional innovation and social entrepreneurship. It lays the foundation for transforming fragmented initiatives into an integrated, transnational ecosystem that supports regional development and social impact.
